This is due to the fall in exchange. The Crown Agents account amounts to £560.13.0. which at 1/10 $6,116.45. The total amount paid in dollars at 1/3 is $8,611.97. Deficit $2,001.97.

The remaining $538.03 asked for is to cover freight, insurance, etc.

The above is to be met from savings under Subsistence of Prisoners (1930 Estimates page 45 sub-head 20). (C.S.O. 11 in 224/30).

Provision made in Estimates (as per Schedule attached)...$ 9,011 The provision made in 1930 Estimates was based on a rate of exchange of $1 = 1s. 10d. The sums provided have, in consequence of the fall in exchange, become insufficient in cases dealing with sterling payments. A number of cases appear in the Schedule, and a vote for $4,545 to cover the total excess so far concerned is requested. (C.S.O. 3250/30.)

1.-32, Kowloon Canton Railway :-Special Expenditure. 39 Heavy Type Sliding Gates, Kowloon Platform

Provision made in Estimates (page 100 sub-head 39) .$ 600

The estimated cost, when the 1931 Estimates were framed, of the heavy type sliding gates, Kowloon l'latform, was $600.

This sum is found to be inadequate partly on account of the fall in exchange, and partly because 4 special locking bolts, not provided for in the original estimate, were also supplied and fixed, making a total cost of $925.

A supplementary vote of $325 is now requested. (C.S.O. 823/12 II).

2.-35, Charitable Services:-Grants in aid of Charitable Institu- tions-Little Sisters of the Poor

Application has been received from the Little Sisters of the Poor for a remission of Crown Rent and it has been decided by the Governor in Council that instead of such remission a corresponding Charitable Grant should be made. A vote for $250 for this purpose is accordingly requested as no provision was made in the Estimates for 1931. (C.S.0. 1487/24).

3.-32, Kowloon Canton Railway :-1, Personal Emoluments

Provision made in Estimates (page 97 sub-head 1) ... $ 362,776

Before the 1930 revision of salaries the Traffic Manager (and Store- keeper) drow an allowance of $1,000 per annum and the Chief Mechanical Engineer an allowance of $1,500 per annum for the performance of work additional to their substantive duties. The Salaries Commission recom- mended the abolition of all "charge allowances" (within which definition these two allowances had been included) and no provision is made for them in Estimates for 1931.

The Secretary of State has now ruled that these illowances were not analogous to Charge Allowances and that they should continue while the existing combination of duties remains in effect, but at the reduced figure of $900 and $1,200 respectively.

The combination of duties remains in effect and a vote to cover these allowances for the whole of 1931 is requested. (C.S.O. 32 in 2945/29).

* 4.-31, Public Works Extraordinary:-Kowloon, Miscellaneous. Traffic Improvement at Trallic Circus, Tsim Sha Tsui Wharf

A Special Vote (F. M. No. 14 item 124) for $11,060 was approved in 1930 for the above work but it was found possible to spend only $7,715.16 of that amount during that year. The completion of work is being pro- ceeded with and the balance of the Vote is now asked for. The estimated cost of $11,060 has not been exceeded.

The above is to be met from savings under Head 31, Sub-head 39 Kowloon British School-Site and Building $2,330. Head 31, Sub-head 52 Playing Field-preparing areas recommended by the Committee as such may be approved $1,000 (1931 Estimates page 94 sub-heads 39, 52). (C.S.O. 1415/20 II).
